The intending immigrants are then smuggled aboard
a ship proceeding to France where they are landed at Marseilles
and met by agents of Wah Hing & Co., who in due course arrange
for their transportation over land to Havre or Rotterdam where
they are again stowed away on vessels proceeding to this
country. It is believed that most of the stowaways travel
from Hong Kong by the vessels of the "Messageries Maritime!
principals in this country are believed to be Way Soo HO,
Wong HING and Wong WAH. The last named has recently proceeded
to China to develop the trade.
The
Mr. Shortt would be glad if this information could be
by telegraph communicated to the Government of Hong Kong in order that any
possible steps may be taken to deal with the principals in
that Colony. At the same time Mr. Shortt would suggest that
if Mr. Churchill sees no objection, the Governor of Hong Kong
should be instructed to issue a public warning drawing attention
to the way in which intending emigrants are being victimized,
and to the fact that under the Aliens Restriction Acts any
person landing in this country without permission is liable
to imprisonment and immediate deportation,
